I can’t get the pdf to download, it wants to dl as a web page?!

I clicked the link and it opened in a new tab. The Journal images show at the left and at the top right I see “Sign in,” “Sign up” (DropBox choices) and then a download button. When I click that, it gives me a choice of “Direct download” or “Save to my Dropbox.” I tried “Direct download” without signing in to DropBox and it seems to have worked. I am able to open the PDF I downloaded. Let me know if any of this works for you.
